            The Committee on Energy moves to amend the bill on page 6, section 9b, after line 12, by adding a new subsection “c” to read as follows:

            “(c) Pursuant to the authority established by section two, article six, chapter twenty-two, the Department of Environmental Protection shall adopt rules with respect to establishing a procedure by which the department may suspend a permit, including establishing adequate notice requirements, for failure to make timely royalty payments.”
